人物简介

江苏江都人，1875年（清光绪元年）生。清末监生。1916年第一次恢复国会时，任参议院议员。1917年12月任内务部次长。1938年4月，任南京伪中华民国维新政府交通部次长。1941年5月，被汪伪特派为当年高等考试典试委员会监试委员。1903年，编有《皇朝蓄艾文编》   80卷。
