至七世纪初才配备起来。任命以前的地方豪族为国造，并赐以臣、君、公、连、直等姓。律令制国家时，优先任命国造为郡司，似乎还委以所在国的祭祀权，因此一般认为在律令制度下，国造的社会地位仍受重视
