陈学惠，少将，军事科学院研究员，论坛秘书处领导成员、战略与国际问题专家。曾在苏联基辅国立大学任访问学者，在俄罗斯总参军时学院高级研修班军事留学。参加撰写一系列研究报告，主编《俄联邦军事基本情况》等著作。
