洪镇平，二级演员。潮安区人，中共党员，1962年毕业于福建省漳州艺术学校芗剧表演科，师承邵江海、宋占美，工丑行。历任龙溪地区青年实验芗剧团、龙溪地区文工团演员，漳州市芗剧演员兼副团长。中国戏剧家协会会员，漳州市剧协常务理事，副秘书长。曾赴新加坡、台湾访问演出。
