隋仁寿四年(604)改甘棠湖县置，属谷州。治所即今河南宜阳县。大业初属河南郡。义宁元年(617)移治九曲城(今宜阳县西北八里甘棠寨)。唐贞观七年(633)还治今宜阳县，属洛阳市。开元元年(713)属河南府。北宋庆历三年(1043)废。四年(1044)复置。金大定时改为宜阳县。
